Along with the development of knowledge economy, human resource which is edging out the material resource has become the strategic resource. It is one of the critical problems to the enterprises that how to build up the core competence through arousing the enthusiasm of the staff. Staff performance management has become the core of the human resource management because of its functions of strategy, management and development. But, today, the staff performance management, which is just a performance evaluation in the mind of the general management, is lack of the integrate model direct. The author studies the staff performance management system through mind development, system design and system operation.Staff performance management system is not only a periodic cycle butalso a general management tools and is rooted in a deeply idea which include starget management idea, human management idea, motivation idea and performance spirit idea etc.The staff performance management system includes performance target system, performance improvement system, performance evaluation system and salary development system. And the system is based on those inner ideas.The operation of the staff performance management system has its own basic conditions, methods and problems that have to be paid enough attention to.
