Lean production is considered the best mode of production in recent years, which exert a profound influence to production of cigarette. Changsha Cigarette Factory(CCF) has been transformed into production enterprise, since the Merging and Recombination of Hunan tobacco industry. The current problem which Changsha Cigarette Factory faced isn't the technical manufacturing, but the production management, which focus on improving the degree of refinement. The effect that CCF implemented Enterprise Resource Plan (ERP) is not very good. Causes of problems lies on inattentive management which not only failed to fulfill realizing parameterization, but also process reengineering and informatization. The paper holds that applying of lean production is the inevitable choice for competitiveness promotion of CCF.This paper closely surrounds the core thought of lean production, investigate, study and analyze on the production system of CCF by applying its basic method and managing tool, and presents the necessity and feasibility of applying lean production. On this base, the orientation and point of optimization on production system of CCF is totally analyzed. According to our analysis, we design and present an implementing scheme for promoting lean production through comparing to requirement of lean production from both main part and assistant part of lean production. The paper is divided into five chapters. The first chapter is a prolegomenon in which research background and significance is simply introduced, and research result of lean production is synthetically analyzed. Consequently, the research thinking and main content are presented. In the second chapter, the present situation of production system in CCF is discussed, and the circumstance both inside and outside of the enterprise is analyzed, the exiting problem in corporation's long operation is also analyzed. This process of analysis lays a foundation for establishing lean production. In the following two chapters, according to requirement of applying the lean production, specific thinking and measures are presented from two aspects which refer to main lean production system design and assistant lean production system design in CCF. In the fifth chapter, the strategies and ensuring measures for implementing the lean production are presented according to practice of production management in CCF. Besides, the guarding ideology of implementation is determined. Finally, the implementary method and process is designed.
