Analysis And Solution Study Of The Operation Risks Of Shaoguan Uniform Collection/Payment Platform System

With the development of information and network technique , the payment system has completely become informational and network–based. The new electronic payment system has been also facing new operation risk threats. In recent years , significant loss events to operation risk of payment system had been happening repeatedly in domestic and foreign. That was affecting the stability of economy and finance enormously. How to manage and control kinds of operation risk has become the focus in global finical area.In the fisrt part of the text, the author introduces the domestic and international theories about operation risk management and risk evaluation. In the second part, we take Shaoguan Uniform Collection/Payment Platform System(referred to as the Unified Collection/payment Platform)as an example. First we introduce the present circumstance of the system; Then we identify and valuate the operation risk to the Four Part Negotiation Signment, data recording, business carrying out , circulate a maintenance ,personnel management and organiatoin structure of the system; Finally, we get that the main reasons of the operation risk are artificial factor,system unsound, process faults and direct and management loss. In the last part, we put forward the suggestion to perfect the controlment and management to operation risks, including perfecting the management system of operation , improving the basic facilities and environment for operation risk management.
