In the modern world, the technology is changing with each passing day. The rapid technology socialization drives to develop the economy, to progress the sociality, to better the environment, to enrich the culture and to elevate people's living standards. Meanwhile, because of the limitation of irrationality and rationality, the imperfection of policy and system, as well as the technology itself, the technology is not identified by the public, or not accepted by the society, thus the technology socialization can not be realized. Worse still, the social value and function of technology can not be achieved and a series of negative and destructive consequences come into being. Of all the problems of the technology socialization, some are unavoidable, but most are avoidable and under control if people make effort to deal with it. Therefore, it is theoretical and practical significant to strengthen the study of the operating mechanism of technology socialization and promote the sound development of technology and society.For the realization of technology socialization, this thesis expounds the operational standards of technology socialization: the combination of short-term benefit and long-term benefit; the combination of the populace, enterprise and government; the combination of home and abroad. Simultaneously, in this thesis, the operational processes, such as the socialization of the aim of technology, the socialization of criterion of technology, the socialization of way of technology, the socialization of the fruit of technology and the socialization of the use of socialization, are constructed on the base of the above-mentioned standards. What's more, by the theory of game, the thesis analyzes how the subjects of the technology socialization, that is, the populace, enterprise and government confirm and realize the socialization of the following aspects of technology: aim,criterion,way,fruit and use,by competing, functioning and consulting each other, as well as by the selective or nonselective behavior. At the end of the thesis, from the angles of adjusting technology to adapt specific environment or vice verse, the policy of realizing the sound operation of technology socialization is expounded from the following three aspects: establishing correct vision of technology development, the technology measures to realize technology socialization, and the reasonable criterion of forming technology socialization.
