Our country is the world's largest producer of rape. Jiangsu is the largest rape province in china. The Rape Industry of Jiangsu has played a pivotal role to China's Rape Industries. The huge economic and social value and ecological benefits created by Jiangsu Rape Industries should not be overlooked.How to improve the Rape Industry of Jiangsu Province involves several taches: rape breeding, cultivation, processing, circulation, sales, social service system, etc. The competition which Jiangsu Rape Industry faces is not only the competitiveness of individual enterprises, but the whole industry chain's competition.The each sector in Rape Industry Chain of Jiangsu is relatively undeveloped, the link between the various sectors is relatively loose, and the overall efficiency is low, meanwhile the interests distribution between the main parts in Rape Industrial Chain is not balanced well. How to combine the actual situation of Jiangsu province,to improve its level of cultivation,processing,circulation and marketing,and link all sectors into effective organization,raise the development level of Jiangsu Rape Industrial,upgrade its overall competitiveness,participate in domestic and foreign markets' competition,are the most important issues which Jiangsu Rape Industrial should face currently. Under this background, this paper expatiated the actual development situation of Jiangsu Rape Industry Chain, study its process of value-added in-depth, the interests distribution and behavior of the main related parts, and the efficiency and fairness of the whole Industry Chain.This paper choose the angle of Industrial Chain, according to the theoretics of efficiency and fairness, identify the problems existing, and finally, specific recommendations are given. Thus, the thesis has great value and significance for upgrading the level of Rape Industrial Chain in Jiangsu province.In the process of description and analysis, the standardized analysis and empirical analysis, qualitative analysis and quantitative analysis, static analysis and dynamic analysis of the research methods are combined.Meanwhile, the correlation analysis, comparative analysis are integrated used.Through the research on all the sectors in the chain and the overall efficiency and fairness of Jiangsu Rape Industry Chain, we can see the problems clearly. In order to raise the level of Rape Industrial Chain.we should start from the part adjustment and overall reconstruction.In the production process, enhance the quality of rapeseed, carry out the strategy of "Industrialization for double-low rape", do a good job on the base construction for rapeseed production.In the Processing, should raise the level of technology of enterprise, generate the brand for rape product.Market segments, should integrate the market system. For the whole Industrial Chain, interests' distribution should be coordinated.on the other side, should adjust the overall gap, extend the areas of innovation for property right, utilizing the integration of industry.Develop the intermediary organizations to enhance the dominant position of farmers in market transactions. Standardise the organizational models and operational mechanism for the Rape Industry, to effectively protect the legitimate rights and interests for farmers. Meanwhile, the relevant policy of WTO should be made full use of to enhangce the level of international competitiveness of Jiangsu rape products.This study put the research about rape economic into the framework of Industry Chain, research the Jiangsu Rape Industrial Chain from two dimensions: each part of the Industry Chain and the whole Industry Chain. The possible innovations are: (1) The paper uses industry economics and the scientific theories of oilseed production and processing to research Jiangsu Rape Industrial Chain systematic, and analysis the countermeasures.This is the study of cross-cutting areas. The choice is innovative and practical. (2) For the efficiency and fairness of the Rape Industrial Chain of Jiangsu, particularly for the farmers, leading enterprises and the government in the Industrial Chain, the mechanism of the interest's distribution and the research to the Pareto Optimalit of Jiangsu Rape Industry Chain are still not enough in the research field. In this paper, the study will compensate the shortage of the research in this field.
