The Report to the 17th National Congress of the Communist Party of China definitely points out that"We will establish sound systems of weapons and equipment research and manufacturing……and blaze a path of development with Chinese characteristics featuring military and civilian integration". This marks the reform and adjustment of the national defense science and technology industry of China has entered into a brand-new period, and strongly developing civil industry, broadly and deeply getting into the main battlefield of national economic construct has been the inevitable choice for the surviving and developing of military enterprises. The new situation indicates that military enterprises developing civil industry has been raised to a strategic height. However, the military enterprises are generally lack of the strategic research for developing civil industry. Therefore, it is extremely urgent to strengthen the strategic research for developing civil industry. Applying the theory and method for industrial analysis and strategic management and adopting the Andrews SWOT strategic mode analysis tool, this paper details the background for military enterprises developing civil industry, analyzes the current state and problems, external opportunity and threaten, and internal advantages and disadvantages for military enterprises developing civil industry, points out the strategic choice and relative strategies for military enterprises developing civil industry, and puts forward the main measures and suggestions to ensure the performance of the strategies.Besides forward, this paper is organized in 6 chapters: Chapter 1: Basic Concept for Enterprise Strategic Management; Chapter 2: Problems for Current Military Enterprises Developing Civil Industry; Chapter 3: External Circumstances Analysis for Military Enterprises Developing Civil Industry; Chapter 4: Internal Factors Analysis for Military Enterprises Developing Civil Industry; Chapter 5: Strategic Choice and Relative Strategies for Military Enterprise Developing Civil Industry; Chapter 6: Measures for Ensuring the Realization of the Strategic Objectives.
