The rapidly increased demand on petroleum product and natural gas has been inducing a new round of long-distance pipeline construction fastigium in China. Long-distance pipeline construction is therefore facing new opportunities and challenges. The projects in long-distance pipeline construction and related area are normally characterized by complicated technology, involved multi-discipline, associated multi-category, huge investment, long-term construction and high risk. Risk management is consequently of high significance and must be carried out successfully to obtain favorable social and economic benefit for a long-distance pipeline project.In the article, the present status and evolution of long-distance pipeline risk management in China, as well as in the world, is described firstly. Risk management methods and techniques such as risk identification, risk analysis, risk mitigation, risk inspection & control etc. are researched next in depth. The characteristic of EPC project management and the procedures of long-distance pipeline construction project are then expounded.In accordance with the procedures of long-distance pipeline construction, the article studies the process and method of risk management in depth, particularly the risk management in project execution period. Work Break-down Structure (WBS) and Risk Break-down Structure (RBS) are combined as methodology, based on which, the risk assessment in terms of progress, cost, quality and HSE target for each task during each construction working procedure, including construction preparation, pipe trench excavation, pipe welding and pressure examination, are completed, and the risk mitigation is subsequently provided.Lastly, combined with typical case analysis, the main method and key technique of long-distance pipeline project risk management are qualitively and quantitatively discussed in detail. It can be used in risk management for construction stage of long-distance pipeline project; further the way and tools of studying can be applied by other kinds of projects. |
