Research On Tianjin Commerce Economy Index System

With the new round of the institutional reform in China, the Ministry of Commerce of the People's Republic of China, as one of the State Council's ministries which manages China's internal and foreign trade, was founded in April, 2003. In the following two years, the relevant institutional change was made in many provinces and cities. As a new thing born during this institutional reform, commerce economy contains five parts such as FDI in-flow, foreign trade, FDI out-flow, foreign economic and technical cooperation, internal trade and circulation.Commerce economy is the indispensable part of China's macro-economy. As the three carriages that boost economy growth, invest, consumption and export are interrelated with commerce economy more or less. Managing commerce economy is the important responsibility of all levels of institutions. Construction of a scientific, efficient and exercisable commerce economic operation index system is fundamental to macro-economy.As for the economic operation index system, many scholars have made significant research. However, the research of the entire index system of commerce economy has not been made in China. Therefore, on the basis of relevant theoretical research, this paper puts forward a new commerce economic operation index system. With the level analysis and quantitative analysis such as Delphi Method, this paper leads to an elementary evaluation of Tianjin commerce economy, compares Tianjin and Beijing,shanghai,Jiangsu province,guangdong province, and then puts forward countermeasures and proposals to the development of Tianjin's commerce economy.
