Research On Applying Agent Construction Mode In TianJin Government Investment Project

Agent construction mode is a product of in-depth reform of goverment investment projects. It has changed the construction management that the government plays the role of investor, constructor, user. It not only introduces professional management, which greatly increases the level of project management and the efficiency of the government's investor, but also acclerates to transform the government function. However, agent construction mode is still in an early stage of development, there are still many problems existed in practice.Fistly, this paper gives a conclusive analysis about govenrment project management mode home and abroad, especially summarizes the limitations of the traditional construction govenunent mode. Secondly, the paper explains the theory of agent-construction. Thirdly, the paper analyzes the patterns of the government investment project management in developed countries. Through comparing and analyzing the management patterns in several experimental cities, the paper exposes the problems existed in the present agent construction mode. Finally, based on analyzing the defects existed in the agent construction mode, the paper proposes many suggestions on how to improve the system of agent construction in practice. As for qualification management, qualification checking committee is advised to set up, and the method of"1+X"can be used to select the sector of agent construction, on the side of problem of cultivation about agent construction sector, agent construction company is set up based on desioners, construction companies and consultation companies. On the contract, to complete triple deputy agent construction contract, PMC inspiring and examing system is recommended and the standards of agent construction contract examination should be completed. The government should take its responsibility to superior market.
