In recent years, because of the new characteristics which the toll highway of China presents, there are more and more discussions about the development mode of toll highway. The focus is that which the most important development mode we should choose is. Based on the fact, in this dissertation, the author feels that it is necessary to compare the development modes of the toll highway existing, which are No-Operation Toll Highway and Operation Toll Highway, and find out the advantages and the disadvantages between them for choosing the best development mode and accelerating the rational and rhythmic development of toll highway.According to the analysis on the research situation of the development mode of toll highway around the world, the content compared includes the Management System and the Finance. The core of the content is the Finance Comparison which involves the comparison of the burden of taxing and feeing, the comparison of charging, the comparison of the fixed number of toll years and the situation of operating.According to the comparison of the Management System and the Finance, the author comes on the following conclusions.Firstly, the management cost of No-Operation Toll Highway is more than that of Operation Toll Highway and the control effect of No-Operation Toll Highway is weaker than that of Operation Toll Highway. There are two main reasons. The first reason is that the organization of No-Operation Toll Highway is more difficult than that of Operation Toll Highway, so more main bodies can influence No-Operation Toll Highway comparing with Operation Toll Highway. The second reason is that the executive department's power of Operation Toll Highway is stronger than that of No-Operation Toll Highway.Secondly, the burden of taxing and feeing of Operation Toll Highway is heavier than that of No-Operation Toll Highway. The author thinks the government can give Operation Toll Highway favorable tax for attracting the civilian capital to invest into the field of road traffic. Thirdly, the burden which is transferred once by No-Operation Toll Highway and Operation Toll Highway is equal, but the former's sorts and quantity of whole burden is more than the latter. That is the one of the reasons that the fixed number of toll years of Operation Toll Highway is longer than that of Operation Toll Highway.Fourthly, the discrepancy of the fixed number of toll years between No-Operation Toll Highway and Operation Toll Highway includes two aspects. One aspect is that the fixed number of toll years of the same mode is five years longer in the Midwest region than in the other region. The other aspect is that the fixed number of toll years of Operation Toll Highway in the same region is ten years longer than No-Operation Toll Highway.Fifthly, the operation situation of Operation Toll Highway is better than No-Operation Toll Highway, because the income of No-Operation Toll Highway is much less than that of Operation Toll Highway.No-Operation Toll Highway and Operation Toll Highway has advantages and disadvantages in many ways, but in the development course of toll highway, it is not the only standard for choosing the development mode of toll highway. It is necessary for the scientific decision-making to take into account synthetically other factors in specific times. Based on the comparison between No-Operation Toll Highway and Operation Toll Highway, the author brings forward the realistic orientation on the development mode of toll highway including the following two aspects.Firstly, in the recent and the forecast future, there are enough conditions for developing continually the toll highway. The develop orientation is that Operation Toll Highway is the main mode and No-Operation Toll Highway is the secondary mode.Secondly, it is necessary for the development orientation to supply some sustaining policies to reduce the relative disadvantage of Operation Toll Highway. The sustaining policies include framing the reimbursement policy and unlocking or canceling the fixed number of toll years.
