In the process of establishing socialist market economic system, system reform is the only way to survival and development for state-owned enterprises. The state-owned enterprise has to change the managing mechanism through reforming the property right system, establishing canonical corporation governance structure, changing the present situation of a single state-owned investment entity, building modern enterprises system to adapt to market economy system. System reform of state-owned enterprises is not only the effective way to revitalize the national capital, to increase quality of assets, to guarantee the beneficial development of enterprises and create new vigor to the enterprise, at the same time it is a policy-oriented task concerning various interests of promoter, creditor, enterprise and employees. Thus the making or choosing plan on system reform must be systematic thought and comprehensively address everything. In China, state-owned enterprises of different industries, different scales, different histories exists very big differences, so the inquiry of how to choose targeted plan on system reform based on concrete situations of enterprises is of much significance of theory and reality.China Coal International Corporation is a large state-owned enterprise majored in project contractor and building installation, and also manages import and export trade and sales of coal. This thesis is based on the system reform case of China Coal International Corporation, systematically studied the opportunities, threats, advantages, disadvantages and other basic features, development status, and also combine system reform practice, proposed the key concerns and problems to be solved during system reform of state-owned building manufacturers in China. Through analysis of different initial plans for system reform, proposed the state-owned building manufacturers how to generate suitable solutions according to their own peculiarity, while facing numerous and complicated plans during system reform, how to use a effective assay to choose system reform projects. The thesis, in the light of specific conditions of China Coal International Corporation, gave a comprehensive evaluation to the preliminary system reform project had, and redesigned the project on this base, recommend new specific measures of program implementation.
