In China, The socialist market economy boom has been long seen since the "Reform and opening up" policy was adopted. As a result, Logistics has been given a lot of attention from all the levels of states department in order to improve the service quality and cut down the cost. Nowadays in the developed coastal areas, the studies on Logistics have been carried one and Logistic zone has been set up for its implementation. Along with the rapid development in modern science, transportation, telecommunication and globalization, traditional concepts like "inland areas" and "coastal areas" have been changed gradually. Inspired by the concept "International Port Radiation Area", both Industry and Academic Institution are looking for a way to set up a ShangHai Port district in Xi'an, as a base to set up an International Logistic Center for Northwest areas.With such a purpose, this paper explores the solution in the following areas. A comprehensive study is given on the environment of Macro market and conditions of foreign trading; Analysis of the location and logistic environment illustrates the role of Xi'an Port District as a Logistic Center; Development opportunities are identified along with the Necessity and feasibility analysis of the projects; The strategic positioning of Xi'an International Port District is cleared and that is to set up an International Logistic Hub by taking fully advantage of Xian's location, transportation, Industry Infrastructure and needs for Logistic Management. This International Hub will provide effective Logistic management in areas like International Logistic, Bonded Logistic, Regional transit and allocation, local distribution, Circulation processing, Logistic information management and so on. Other topics like location of the project, business model, business function layout planning, information platform planning, project management and operation management are also provided; also included are estimates of investment budget and financial analysis.Finally, this paper looks into the marketing structure and identifies the service target. It outlines the possible marketing areas that can be covered and their business goals, and provides advices on the ongoing project management and that of later stages.
