It is only these enterprises with active operation, continuous creation and constant strategic capability can survive and develop in long term.China motorcycle industry has rapidly grown since reform and opening policy over 20-year ago. In 2007, the output and sale volume both broke 25 million, accounting for more half of world output, of it the export got to 8 million . Although China motorcycle industry is called the first large manufacturer in world, it is controversial and has many problems.Jianshe Industry, as the earliest successful motorcycle enterprise, was unstable on its motorcycle development strategy in certain time and in the passive situation during competition. On the basis of describing the enterprise strategic management theory, taking the development of ChongQing Jianshe motorcycle industry for example, this article explicates the development strategy taken by the Jianshe Industry through researching its strategic change and choice under the varying circumstance of China motorcycle industry, especially exploring how does Jianshe enter the new excellent developing process from the bottom by changing the idea, setting up competitive advantage and industry position , discussing its experience and inadequation, analyzing macro economy, political environment, development condition of industry and the advantage and the inferior position of enterprise since 1996.The conclusion:Motorcycle is still the optimum option and priority of strategic orientation to Jianshe Industry CO., LTD. The strategic ally is to consolidate and extend progress in strategic cooperation relationship with Japan Yamaha Motor Company for achieving double-win in domestic and oversea market. The discrepancy is to go technique and brand progress road by using current technique accumulation and source, which forms the unique feature and realizes the conversion from the cost to the technique competition.I would like to put forward several suggestions to the implementation of motorcycle progress strategy:①. Restructuring organization mechanism to increase the work efficiency;②Rebuilding process by moving to new factory house to put up the pledging capability of soft and hard ware all-round;③Increasing the R&D investment and self-creation capability of core technique;④Changing the mode of economy growth to improve management level and operation quality for realizing better and faster development;⑤Strengthening personnel resource management to supply intelligence support for new development of enterprise;⑥Increasing market capability in the domestic and oversea to bring the enterprise growth rapidly.
