Study On Energy Performance Contracting Pattern Of Energy Efficient Retrofit For Public Building

Since the 1970s oil crisis, countries around the world put energy issues on strategic location.The energy issue is also related to economic and social development of the major issuesi on the terms of our country.When the rapid economic development, accompanied by the rapid growth of consumption of resources and the growing imbalance between supply and demand of energy. According to statistics, China's building energy consumption has more than 30 percent of the total energy consumption of the entire society. In building energy consumption, existing public building energy consumption problem is particularly prominent. In addition to strengthening management of energy-saving operation, the most high-energy public buildings must carry out energy efficient retrofit. Under the current public building throughout the demonstration projects of energy efficient retrofit, mainly to government investment projects, few public building owners actively involved in the reconstruction. Therefore, this paper attempts to introduce Energy Performance Contracting, a market-oriented energy-saving mode, to promote energy efficient retrofit for China's public building.This paper first introduced the related concept of public building, pointed out that the definition and classification of public building. According to the feature of energy efficient retrofit for public building,the article analyses the economics of it. First is the existence of market failures, second is the existence of external issues and third is the nature of public goods. These shows that complexity of energy efficient retrofit for public building. Through the analysis of status of energy consumption and potential of energy-saving potential of China's public building, and the summary of problem on the current energy-saving transformation, the article has introduced Energy Performance Contracting mode, an advanced energy-saving mode in western countries, to solve the financial problems of energy-saving reconstruction and energy-saving market-oriented reform, especially construct financing model under Energy Performance Contracting. Energy Performance Contracting in China although there have been some pilot projects, but he has not, after all, Europe and the United States improve the market environment. The article lists potential risks of EPC in China's public buildings, proposes the related risk prevention measures. Finally, the article raised perfect EPC proposal in the field of China's public building energy-saving transformation from the perspective of the external environment's cultivation and EMC's internal management.
