In order to evaluate the level of education development of human resources in different nations and regions more objectively, experts of human resources take a variety of methods to try to evaluate human resources, however, because the selection of targets, the set of the system and use of methods are not mature, and there exists all kinds of problems. Some indicators are too single to reflect the region's overall level of human development; some index system does not adequately reflect the relationship between dynamic movement and the internal indicators of human resources development; some calculation method is too cumbersome and do not have a strong interoperability, so, As a result, it can not be universal, nor can it allow to be understood by the departments and non-professionals of government decision-making.This paper tries to learn from the much mature standards of system and means of evaluation at home and abroad, to re-create a set of methods which the indexes can reflect a comprehensive and credible, relatively simple and instuitionistic result to calculate for the human resources development and education evaluation.In the variety of factors of building and developing for human resources education plays a decisive role in the development of education, which has become the fundamental way to support and promote the development of education. In vitue of integrate indexes of economic development level and indexes of the level of the stock. It can be relatively easy to make a quantitative analysis among three, based on common-sense logic of the economy, the stock of education, education in three incremental levels of development. it has formed a closed chain of cause and effect. Which show the deep relationships in education, human resources and economic levels.According to the relationship in education, human resources and the level of economi, this paper build the indexes of three-dimensional targets System the human resource development and education level of education and human resources development, human resources and contribution to the development of education in, in order to score a comprehensive evaluation on China's Hubei Province and the area of human resources development were compared and analyzed. It has verified operation of the method, and at the same time through a large amount of data, to study the human resources in Hubei province in the status quo, through analysis and inference to the level of the stock of human resources development and education level in Hubei province and the other areas, eastern, central, and so on in different regions of (the level of supply) of the differences in Hubei Province on the education level of development of human resources, capabilities and contribution to the evaluation, analysis of the stock of human resources in Hubei Province and incremental In such areas as a problem. And it gives the practical measures and suggestions. And provides a reference to the construction of Hubei Province .
