A Study On The Problems And Countermeasure Of Land Levies In Wuxue City

Land levies are a kind of land policy that is adopted widely by many countries in the world. The current land levies policy in China was formed in planned economy, which had an exerted positive effect on the national economy at that time. However, its internal and external drawbacks gradually come out with the development of socialist market economy. Social contradictions have occurred from land levies, specifically, those serious problems including decreasing living standards and unemployment of the farmers have affected the long-term stability of China'society and eventually hinder the establishment of a harmonious society. More importantly, during the process of land levying, many local authorities use the power of land levies unreasonable and the deviation of execution t the policy lead many problems to appear, which harm the benefit of China's government and farmers seriously. Consequently, standardizing the government's behavior in land levying and protecting the land-lost farmers'right should be implemented in the coming days.Based on the literature review and the practical investigation, this thesis analyses systematically the problems of land levies during the process of urbanization of Wuxue City and related causes leading to the land levies. And then the countermeasure to land levies in Wuxue City are proposed in this thesis.First, the situations of the system about land levies in and abroad, and the research condition of land levies in China are analyzed. It is proposed in these literatures that the deviation of execution in land levying and used the power excessively harm the benefit of China's government and farmers.Second,the present situation of the land levies in Wuxue City is investigated. Based on this investigation, the main problems related to the land levies in Wuxue City are maintained. They include the scope of land levies being expanded unreasonably, the nonsequencing process of land levies, low compensation standard of land levies, and low proportion of land levies.Third, the reasons resulting in those problems are analyzed. They consist of unlimited expansion of land levies caused by the unclear of"Public welfare", national and local governments seeking money on land under the"Internal person Effect", measured imbalance resulting in the damaged interests of land-losing farmer, and low land-use capability causing the low proportion of land.At last, the countermeasure to land levies in Wuxue City are proposed according to those problems and the situation of politics and economical in Wuxue City. They include the limiting the"Public welfare"reasonably; strengthening the surveillance of the process of land levying, implementing scientifically the compensating and placement of land levies, and enhancing the proportion of land which be levied .
