| Benefit from the development of the western region and the prices rise of international energy and metal resources, The Inner Mongolia's economy grows fast in recent years. However, this economic growth has very serious problems. These issues contain imbalance of industrial ratio, lagging development of light industry, affecting the development of tertiary industry; the slow pace of industrial structure upgrading, most products of raw materials and intermediate items, products sale main in the domestic market, dominant industries are high-contained energy, power, coal, metallurgy, agriculture and animal husbandry. There are also less downstream processing enterprises of these industries, only low value-added products. Its economic growth pressure increases under "three highs" as high pollution, high energy consumption, high-risk, which lead ecological and environmental protection into a grim situation. It lacks the lasting power for industrial development because many industries are under the state's macro regulation and control. The obvious contradiction of water between serious water shortage and majority products of leading industries wasting lots of water becomes more serious. Therefore, to achieve upgrading of industrial structure is an urgent task in order to come true the sustainable economic development of the Inner Mongolia.This paper describes and analyzes the history and status quo of Inner Mongolia between economic development and the readjustment of industrial structure, identifies the stage of the industrial structure in as well as the future development trend based on the evolution of industrial structure. On the basis of the leading industries, we creatively put forward the realization of the path about the upgrading of the industrial structure from there aspects of resources, enterprises, government, we achieve three major paths related to resource-based, with enterprises as the mainstay, supplemented by the government to guide the industrial structure upgrading path. Finally, we conclude the implementation mechanism.The Inner Mongolia is still in the early stage of industrialization, this study focused on the industrial structure upgrading. |
