The Research On Perfecting Our Country's Treasury Concentrated Payment System

Treasury concentrated payment system is one of the finance fund management systems, which is commonly applied in the modern market economy countries.It means canceling all of the bank accounts of the budget departments,and centralizing the finance fund into the treasury accounts or the appointed accounts in the commercial banks.The treasury department concentrated payment will directly or indirectly disburse to the suppliers of goods and services according to the applications of the budget departments.Treasury concentrated payment system is one of the most important constitutions in the present finance system reformation.We have been carrying out the reformation of treasury concentrated payment since the year 2001.But the payment modes are different from one another.How to design them into one unified mode is a system problem which should be solved immediately.This article analyses the facts of Chinese treasury concentrated payment system reformation form the point of view of public finance currently,and makes suggestions that the payment modes could learn from other's strong points to offset their weakness,such as account concentrated payment,finance concentrated payment and treasury concentrated payment.The reformation purpose is to solve the shortcoming of finance payment system currently,not only to concentrate the fund to treasury simply.This article sums up the modes and experiences of the treasury concentrated payment through analyzing the cases of America,Britain,France and Japan,and analyses the problems of the account system,payment process,organization setting and supervising system basing on the examples of the central government and local areas.This article points out that the reformation of treasury concentrated payment is a system working which also needs perfecting the reformations of the department budget and the classifying of government income and expenses.Meanwhile,this article suggests that the treasury concentrated payment organization should supervise the finance payout in real time,and discusses the particular mode of payment and operation in depth.
