Treasury Concentrated Payment System is the fully monitoring system from budget distribution to capital transferring, capital utilization, bank settling and the capital reaching commodity or labor supplier's account. Treasury Concentrated Payment System is the system which changes the current financial capital transferring methods, concentrate all financial capital (including budget capital and the capital which is not listed in budget) in the single treasury account in the appointed agency bank of People's Bank of China, and all budget organization shall present application for purchasing commodities or paying for labor service, after approving by the treasury payment administration, directly transfer the capital from the single account to the payee. The system is implemented after supplemented and modified according to Chinese condition basing on absorbing the experience of foreign countries.Treasury Concentrated Payment System Reformation has developed into one of the hottest subject in China, however, the research on Treasury Concentrated Payment System is still superficial with inadequate theoretical research. This thesis is implementing the research on Treasury Concentrated Payment System from Public Choice Theory and Principle-Agency theory, thus searching the theoretical reference for the reformation and improvement of Chinese Treasury Concentrated Payment System.Basing on the theoretic analysis to Treasury Concentrated Payment System, this thesis is giving the introduction to the background and basic frame of Chinese Treasury Concentrated Payment System Reformation, and the thesis is analyzing the problems in standing Treasury Payment System and the necessary, feasibility, principle and basic frame to establish Treasury Concentrated Payment System; and analyzing the implementation state of promoting Treasury Concentrated Payment System in China and the problem found during the experiment work, and expatiating the influence of Treasury Concentrated Payment System Reformation to the financial work of budget unit; additionally, the thesis also investigates the actual experience of Treasury Concentrated Payment System operation system of the countries who have established the system, thus finding the commonness from personality and generating the reference for benefiting Chinese Treasury Concentrated Payment System; moreover, the author, combined with the dynamic changes of Chinese actual financial work, presents the suggestions on establishing treasury executive administration, standard single account setting, instantly publishing the standard of zero balance account when selecting agency bank and uniting the central and local auditing methods for accelerating to complete and improve Chinese Treasury Concentrated Payment System; finally, the author presents the ideas on how to improve the reformation from such software system aspects as promoting budget reform, budget accounting system reform and improving financial administration information, thus benefiting the process of Chinese treasury payment system.
