Along with the global integration of economy, logistics is becoming the focal point which each country and the enterprises gradually pay attention to, and the level of its development has reflected a national comprehensive strength and the ability of enterprise's market competition. To be a new kind of logistics shape, the third-party logistics makes the logistics separated from manufacturing industry and trade activities, it forms the activity which can open the new profit wellhead, and becomes hot spot which the various countries and the large-scale multinational corporations discuss and practice. In our country, more and more enterprises have realized the importance of logistics to the enterprise's development. Although the third-party logistics service provider brings many advantages for its customers, i.e. the enterprises by logistics service, and makes the enterprises to focus their main competitive ability, reduce the cost, and enhance operational efficiency and the customer service level. But, if the enterprises want to fully display the benefits which the third-party logistics brings for the enterprises, they must appraise and choose the third-party logistics service provider correctly and reasonably. If the choice is improper, not only enterprise's logistics activity outsourcing strategy cannot be realized, but also it will bring certain risk to the enterprise. Under this background, the research of third-party logistics service providers'selection has certain theory value and the practice significance, and it can promote the development of the entire third-party logistics.The third-party logistics is the agency enterprise that provides various logistics serves such as the seriational, the personal, the informationized service and so on; it is the connection link between the supplier and the demand. With the increasing of the logistics activity outsourcing's demand, the third-party logistics service provider develops the business scope and increase the service content. Meanwhile, more and more third-party logistics service providers come in which like bamboo shoots after a spring rain. But the level of the third party logistics service provider's development is not high in our country, the technical force and the management level is not very mature. The enterprise facing the numerous service providers, appraising and choosing the partner rightly becomes the question which urgently waits to be solved.Though, more and more enterprises realize the importance of the effectively appraising the third-party logistics service providers, and also emerging domestic and foreign research results about this field at the same time. But the early researches of the third party logistics service providers'evaluating indicator system are based on the research of the supplier's evaluating indicator system. And majority of the third-party logistics service providers'evaluating indicator system proposed by our country scholars was still not comprehensive. Particularly aims at the particular evaluating indicator system of logistics industry in our country has not appeared yet, therefore establishing a comprehensive evaluating indicator system to suit our country national condition is a question which needs to be solved urgently.But in the aspect of choosing third-party logistics service provider's model building, some assessment methods often act according to the former experiences, rely on the beforehand relations to appraise, some others have many subjective factors when determines the target weight, so this kind of subjective judgment is not very accurate. From this we need to establish an effective and objective model to choose the third-party logistics service provider.As a result of the traditional physical logistics thought's influence, our country has not established a standard third-party logistics service provider's evaluating indicator system. The enterprises often choose the partner according to the former experiences. Based on reviewing the existing literatures, analyzing insufficiency, discovering superiority, and grasping principles integrality, systematically, characteristically, independently, dynamically, and combining third party logistics' development characteristic in our country, I carry on the appraisal in five aspects of the third-party logistics service provider, it including service quality, specialized ability, strategic alliance, development potential as well as geographical position of the third-party logistics service provider, and establish the evaluating indicator system.After establishing the comprehensive appraisal system, there needs a suitable model to coordinate to it. Through reviewing existing assessment method, I discovered that the traditional methods of choosing the third-party logistics service provider have strong subjectivity and were influenced by human factor easily. But the BP neural network method based on the data provided, can discover the inner links between the inputs and outputs, and has strong auto-adapted function, it also can determinate the human factor in the weight. And, when appraising to the other third-party logistics service providers, this method may reappear expert's experience, knowledge and intuitive thought. Thus, it can guarantee the objectivity of the supplier measure results. In this research based on the efficiency, merits and so on of the Matlab programming, I use it to carry on the programming and realize the model which I have established.Finally, to confirm the usability of this method, I take Changrui automobile system (Changchun) Limited company as the object. And I carry on the operational research on appraising and the choosing the third-party logistics service providers. Through collecting the sampled data, I train the BP neural network model which have been established, establish BP neural network model of this enterprise's third-party logistics service providers'selection, and has confirmed the validity of this model. I use it in choosing the latent third-party logistics service providers, has confirmed the validity of the evaluating indicator system and the choice method in this article, and choose the appropriate third- party logistics service provider for this enterprise.
