The uneven economic development between urban and rural area is a common phenomenon, but if the developing gap is too large, it may influence the speed and quality of the whole country's economic development and may cause many political and social problems. Therefore, to study the reasons and find new ways to solve the problems of the uneven development between urban and rural areas are of great importance in theory as well as in practice.This paper studies the uneven development between urban and rural areas mainly from the perspective of the Exchange entitlement, and the statistics cited by this paper all come from the China Statistical Yearbook. First, his paper claims that the gap between the urban and rural areas can be reflected in the Exchange entitlement of the relevant citizens and the Exchange entitlement is embodied in three aspects: Resource endowment; Feasible capacity and Social conditions. Resource endowment can be measured by people's income, Feasible capacity is reflected in the educational level, medical care level, foreign diplomacy and other aspects, and social condition mainly refers to those urbanized systems and policies. Then, this paper did empirical study on the influence of each respect of the Exchange entitlement on the gap between the rural and urban areas and comes up with some suggestions and solutions to narrow the gaps. At last, this paper concludes that the unequal Exchange entitlement system is the root of the uneven development between urban and rural areas, since compared with urban citizens, more Exchange entitlement is deprived and not entitled in the rural areas. Therefore, to narrow the gap between the urban and rural areas, much attention should be put on the establishment of a more equal and effective Exchange entitlement system, which can increase citizens' income in rural areas and to enhance their feasible capacity under a more equal and harmonious social conditions.What this paper has to study further is to establish a more comprehensive and explainable framework on Exchange entitlement with more specific exchange standard.
