Research On Countmeasures To Development Of Industrial Clusters In Huludao City

In the recent years, Huludao city has presented a lag in economic development. How to find an effective way of development and promote the span development of economy draw the author's attention, and it is the starting point for writing this paper.The paper, based on the theory of economic science and management science, applies the research method combining normative analysis and case analysis.By referring to relevant theory and experience, the paper draws a conclusion that developing industrial clusters is the correct way for realizing the city's span development of economy. Besides, by resorting to the conditions for the formation of industrial clusters, it makes an analysis of the industrial cluster that will be developed in Huludao during the "Eleventh-Five Year Plan" period, make judgment of the possibility of cluster development and verify the feasibility of the government's decision. In addition, the author applies SWOT analysis method and analyzes the strengths, weaknesses, opportunities and threats for developing industrial cluster. The geographic position, abundant resources and the high industry concentration degree are the strengths, whereas the rigid mechanism and backward production technology are the weaknesses; the policy of vigorously developing the old industrial base in Northeast China is the opportunities, whereas the homogeneity between Huludao and the circumjacent cities are the main threats. In conclusion: Huludao city is provided with the favorable conditions for developing industrial clusters.On the basis of it, this paper analyzes the existing problems for the development of industrial cluster from macroscopic and microscopic aspects: the value chain function has not formed yet, the enterprises have not established cooperation based on division of labor; the industrial cluster is of small scale and lacks the driving force of international or domestic renowned enterprises; it falls short of the professional personnel; the market environment for the growth of cluster is nonstandard, the service system is imperfect; the innovation ability is weak, the production, study and research are not perfectly integrated; the government is not fully aware of the significance of cluster development.In view of this, the author proposes to choose petrochemical, non-ferrous metal, shipbuilding and mechanical processing, which meet the standards for leading industry, as the industrial cluster for priority development and pay close attention to the following fields: establish industrial cluster development plan, provide proper intervention and guidance; perfect the market economic system, provide reliable policy guarantee; perfect the fundamental facilities, promote the city's functional upgrade; set up the new idea of personnel development, promote the implementation of education measures; spare no effort to develop regional famous brands, heighten the cluster's competitive power; strengthen propaganda and external liaison, bring into play the advantage of social network.By making the abovementioned suggestions, the paper attempts at applying the theory of industrial cluster to the actual situation of the city and solving the existing problems for cluster development and providing strong theoretical support for cluster development. It makes more systematic analysis of the industrial cluster that will be developed in Huludao, which the local government sectors use for reference and is viewed as the innovation of research.
