As a quantitative approach for administration, budget management is one of the few management methods, which could contain all the key problems in one system.At present, the companies in highway industry in China take great interest in budget management when they try to improve their earnings. Some companies have already presented budget management system on selected projects or through entire companies. When they practice the process of overall budget management, mainly traditional manual mode are used. However, with traditional methods, the budget work is simplified to one kind of process of extrapolation and adding up because too many items, too many sections, and too complicated articulations are concerned with the traditional implementation of overall budget. In practice, many companies just treat the budget as a'name'for some useless paperwork and manipulate budget with special intentions. Budget control plays no effective roles. With the extensive application of computers and information technologies in highway industry and based on the Internet information system, to realize the informationization would be most effective way to implement the overall budget.There are five chapters in this thesis. Chapter one is the introduction, which present the research importance, thesis structure and writing ideas. Chapter two is literature survey on overall budget management and the informationiztion in this field. Chapter three analyze the overall budget system in detail. Based on specific investigation of the corporate operations of some running highway companies, at first their demand for overall budget management system is presented, then the budget organization system, content system and business process in highway companies are analyzed. The conclusions about what functions the system should realize are presented at last. In Chapter four, overall budget management system is partitioned to seven modules according to the concrete demand for overall budget management. The modules including system initialization, budget preparation, budget implementation, etc are designed in detail. Some functional modules are developed in Chapter five. Then the primary techniques in system development are described so that the feasibility and practicability could be proved.
