A Study On Human Resource Managers' Competency Model Of High-tech Enterprises

As the development of high technology and Knowledge Economy, the development of high-tech enterprises is getting more and more highlighted. The competency of human resource staffs in those high-tech enterprises is getting more critical to the competitiveness and development of the enterprise. There have been some researches on human resource staffs'competency domestic and abroad. However, there are not many researches on human resource staffs'competency of high-tech enterprises. The traditional human resource managing function is experiencing the change from"affair function"to"strategic function". Strategic human resource management theory provides concrete theoretical foundation to presumption of competency of strategic human resource staff.This thesis, which is based on the results of former human resource staffs'competency research, combined with specialty of high-tech enterprise and strategic human resource management theory, derived human resource management competency of high-tech enterprise in theory and practice and raised model for human resource manager'competency theory of high-tech enterprise. Then the author designed questionnaires to made an empirical research and verification, calculated the weight of each factor in the human resource manager'competency model by using Analytic Hierarchy Process, improved the competency modle. At last, this article made a discussion about the application of the model for the human resource management of high-tech enterprise.The research result shows: human resource managers'competency in high-tech enterprises includes 5 classes and 19 factors. There are: (1)service skill(0.1208): creativing Ability, human resource skill and service, learning ability, employee service orientation and change management ability; (2)organizing ability(0.1908): relationship building ability, capability of influence, directional and consultant ability, team cooperation; (3)personal development ability(0.2351): interpersonal communication ability, coordination ability, analytical ideation, fast adaptability and resisting pressure ability; (4)indurstry knowledge understanding(0.0810): enterprise business knowledge understanding, enterprise professional knowledge understanding; (5)personal quality(0.3723): objective and fair, confidence, organizational commitment. The weight of personal quality is the largest among the factors in human resource manager'competency theory of high-tech enterprise. By anlysising the individual characteristics and organizational factors including sex, age, education, enterprise type, enterprise scale, various management positions and so on, the research shows that female human resources manager highlight indurstry knowlodge understanding more than male ones; The younger human resource managers demand a higher quality of the individual; Compared to undergraduate, the human resource managers who have master degree make a low-evaluation to the importance of organizing ability and personal quality; The human resource managers of private high–tech enterprises demand higher capability of influence than that of public enterprises; Human resource managers demand higher personal development ability in larger enterprises, and Human resource managers in high-tech enterprises highlight objective and fair more than those non-human resource managers.The results and findings in this research will be helpful to human resource managers'selection, training and development, performance appraisal, compensation management and career development planning in high-tech enterprises.
