The development of mobile communication has been experienced two generations, now it is being the end of the second generation, and will go to the third generation. The third generation of mobile communication, also called 3G, is the general name of the whole third generation mobile communication system. The most important target of the 3G is aim to realize the real time video, high-speed multimedia, and mobile Internet access. The 3G technologies will expand the function of mobile, phone;integrate the function of the remoter map, palm cinema, and vision-phone into itThe paper first analyzed the new business is moving towards 3G environment. In the environmental analysis, the paper conducted Fujian mobile communications environmental analysis, competitor analysis and Fujian movement SWOT analysis mobile operations. Environmental analysis, this new movement of Fujian operational status of a broad, including new products in the development process of operational problems.Analysis of the current situation, this proposed new Fujian 3G mobile technology-oriented new business development strategy. In this part, this article primarily use strategic management theory and strategy differences of the product life cycle theory, introduced 3G business overall strategy and objectives, and then put forward the 3G value-added business development strategy, 3G business strategy development and coordination terminals. The article also made the final Fujian new 3G mobile operations in the development of new technologies countermeasures.
