| The Eco-agriculture is the only way that to improve the development of agriculture and rural economics continually and the standard of fanner's life, and makes full use of the agriculture resource. Due to the prompting by the Chinese government, remarkable development has taken place in both theory and practice of Eco-agriculture in the past 30 years. However, the research on the development of the Eco-agriculture construction effectiveness in the units of county region was extraordinary rare. Hereby, the research on the Eco-agriculture construction effectiveness is on the way to put forward the next development strategy, which play a guiding role in China's Eco-agriculture construction.Since the year 2004, the leading developments of the provincial-level Eco-agriculture country construction in Jiangsu province, which based on the construction of national Eco-agriculture demonstration county and Eco-agriculture country have come forth. Based on the system analysis on typical Eco-agriculture model which combined with Eco-agriculture construction situation of Jiangsu province, the research paper empirical analyses on the Eco-agriculture country construction process and present situation. The results turn up that the extension of Eco-agricultural model has improved not only the agriculture construction of Jiangsu province, but also the economy ecological and the society benefit. The application and extension of Eco-agricultural model will play an important role in the next stage Eco-agriculture construction of Jiangsu province.Also based on the analysis on Jiangsu Eco-agriculture country construction, the paper selected 23 comprehensive evaluation index of Eco-agriculture construction efficiency which based on economic, ecological, social perspective.For one thing, the paper designs four level evaluation standards which are best better common and bad. For another, the paper selects the 22 provincial-level Eco-agriculture counties as the object which have been checked and accepted from 2003 to 2006, and comprehensive evaluation of the first batch Eco-agriculture counties which constructed Eco-agriculture from 2003 to 2005 and the second batch Eco-agriculture counties which constructed Eco-agriculture from 2004 to 2006 by using the fuzzy comprehensive evaluation method. The evaluation turns up that the province-level Eco-agriculture construction with remarkable efficiency. Between the two years, the 22 Eco-agriculture countries construction effectiveness have been increased, the most notable effectiveness is ecological benefit, most of the counties has leveled up by two levels, the better effectiveness is economic benefit, the social benefit is more stable which always keep on better level.In short, on one hand, the paper analyses the main restricted factors of the 22 provincial-level Eco-agriculture by the obstacle factors research, based on the basis of the Eco-agriculture construction effectiveness. On another, the paper concludes the main restricted factors of Southern Central and Northern three large regions of Jiangsu province, and puts forward the development strategy respectively. Finally, on the point of view of the whole province, development strategy is put forward to promote the Eco-agriculture country construction, so as to offer development ideas for Jiangsu province. |
