In today's world, economic competition among different nations reflects the competition about product and service .Scientific technique shores up the competition. It is mastered and utilized by the intellectual staff .The business won't seek long-term success in strategy unless the most excellent staff are fascinated ,retained and motivated. In other words, the crux of strategic matter is to motivate and develop the intellectual staff effectively.Earlier research has given us many valuable knowledge and experience about motivation and put forward many methods and models of motivation. But it mainly applied research methods and standards to motivate the common staff ,therefore it is not fully to direct staff with intellect and can't solve the problem of motivation effectively. So it remains to be formed a systematic, advanced and operational theory to guide practice of business. For reasons mentioned above, this paper tried to apply relative theories such as economics, management, sociology, and psychology to analyze present situation and existing problem in our business. It analyzes personalities of the intellectual staff and the unique requirement in mind on the basis of the systematic research. Meanwhile according to the style of ladder it designs motivational framework and model to develop and motivate the intellectual staff.This paper applied comprehensively all kinds of motivational methods on the basis of the successful examples, especially the successful practice of Tianjin Vocational Institute, from different angles and ways, it advocated the full motivational management to meet the requirement of the individual and the team. By means of founding complement between the substance ladder and the spirit ladder, the brilliant ladder which is fully suitable for the intellectual staff has arisen in the comprehensive model of continuous motivation.
