With the formation of the human resource management theory, the thought of the enterprise compensation cost control has gradually got rid of the traditional bound of the former labor management. On this basis, the paper makes a research paycost-control. Firstly, this paper makes a description of the constitution, classification of the compensation cost and the definition of the building enterprise.Secondly, the main factors of compensation are discussed. On one hand, some fixed factors that can't be changed by this enterprise in a quite period of time including the industry, profitability, the enterprise scale, area economical development condition, the talented market competition as well as related legal laws and regulations; On the other hand, the structure and policy of the compensation, the asymmetrical information, the personnel structure, the enterprise culture, the internal control, talented person fluidity are included as the controlled factors.Thirdly, analyses of China's construction enterprises pay the current cost control the situation and existing problems. Including, the status of the labor market, pay features, business and employment conditions.Then, under construction enterprises pay cost control and the problems that exist in its own characteristics and affect the cost of salaries start of the controllable factors. According to enterprises pay cost control and the economic efficiency of enterprises in theory, pay the cost of the decision-making model, pay the cost control targets, to pay costs of the enterprise to solve the corresponding control measures and make use of the mathematical model for enterprise pay costs Control of the quantitative analysis.In addition, this paper, enterprises pay the cost of system control model.
