After analyzing the nature of bus operation, the current operation management system, business process and existing problems in Beijing Public Transport Holdings, Ltd.(BPT), this paper discusses the successful practices on management system, operation mechanism and ITS applications in other big cities home and abroad, put forward the basic ideas of overall planning for Beijing Bus Area Organization and Dispatch System (BBAODS) under BPT's circumstances.This system changes the conventional pattern of bus operation organization that based on route, set up area-based operation units that achieve the integrated management and centralized dispatch of staff, buses and depots among several routes, achieve dynamic and optimized distribution of transport resources to enhance efficiency.This study applies the theory of Business Process Reengineering (BPR) to conventional bus management, proposes its principle, business process and information process under the pattern of bus area operation organization; then, taking ITS-TAP, a Sino-Italian Cooperation Demo Project as example, expounds mainly its general plan and benefits analysis.Applying ITS to overall bus business process, Beijing Bus Area Organization and Dispatch System (BBAODS) introduces the advanced experiences of bus systems home and abroad and BPR management ideas, makes innovations on the management system, business process and technological application of conventional bus industry. This system is capable of resolving some problems in current bus operation with theoretical and practical significances for the modernization of public transport system in Beijing.
