This paper focuses on the human resource management of globalizing Chinese companies. All the companies are facing the business challenges as "how to grow quickly, healthily and continually in a long-term." How can they build excellent talents and transform their human resource management to meet this business goal? The answer is that to help the globalizing local companies develop new human resource management systems based on competency model, and then become high performance companies through strengthen their talent. Research methodology and tools of this paper have been confirmed in our consulting practice. Besides, we also use the industry leading multinational company's best HRM (Human Resource Management) practice for reference and thought of the client's real condition to design a customized solution. This solution includes the development of an overall competency model and the application of model in HRM areas covering recruitment and selection, learning and development, performance management and compensation management.This paper includes 3 creative points:1. Describe the methodology, tools and process of developing a competency model which covers foundational competency, professional competency and leadership competency;2. For the case mentioned in this article, we used industry leading company's HRM best practice for reference, combined with client's real condition, and then designed a customized solution;3. This paper introduced the foundational competency model in big manufacturing companies, which could be useful for other similar companies.
