Based on the history and current situation of urban land graduation and evaluation, this article studied the urban benchmark land evaluation system according to the theories and technologies of Land Economy, Geographic Economy and Geographic Information System. Followed The Regulations of of City Land Graduation and The Proposal of Land ValueSystem Foundation of Shaanxi Province, the article shows how to establish the valuation system of Yuling City following the examples of other cities. Based on the GIS technology, we choice Land Price Amendment as the main technology of land valuation of Yuling City.Writer recounded the theories of land graduation and land valuation first, then confirmed the route of urban land evaluation, and then choiced the way of unites devide based on the theory of elements evaluation. In the last, the researcher confirmed the benchmark land price of Yuling City. For aprovement of accuracy, then adjusted the price in the way of benchmark land prices amendment.Writer deeply studied the utilization of benchmark land prices amendment and finded some problems which could not resolved by the amendment. With the new way, writer raised in the article, we can conque those problems.The proposals raised in the article on the land price amendment, may resolve some problems in the real work.
