In the 21st century, with the rising competition over the market, the lifecycle of the product is more and more shortened, and the process of economical globalization is more and more quickened—enterprises are in face with cruel competition for their own existence. Relying on industry clusters, harmonizing with district exploitive order, regulating the structure of district economy and developing district economy are now international economic trend. Nowdays, however, Zhejiang industry clusters face various challenges, and their sustainable development meet many bottlenecks such as the lemon market under excessive competition and disorderly competition in clusters, the lock of industrial and administrative paths, the science and technology level of products is low, enterprises operated by family management and lack of excellent managers, the financing problem during their extending, the cost of production rises, degradation and the speciality market's shrinkage etc.The conception of Virtual Industry Clusters (VIC) is to solve such a problem. VIC is a loose network organization of enterprises and it becomes the foundation platform of virtual enterprises with the supporting of information technology of network. From this point, this paper puts forward the developing model of VIC by analyzing and studying the goal, the foundation, the structure of organization and the operating platform of VIC.As the case of Datang sockings cluster, this paper analyzed predominance, inferior position, chance and menace faced by Datang sockings cluster, put forward an approach to increasingly development and grandness, which is composing Virtual Industry Clusters about Datang sockings cluster.
