Nowadays, few enterprises could have a long-term development with its own capabilities when they face such a various economic surroundings that science and technology have been having an accelerating improvement with the creation of new knowledge, more demands from customers, shorter period of products and white-heated competition of company. So many enterprises are eager to form virtual enterprise to improve their competition of organization and to obtain more profit by the model of motion alliance. However, in practice, when the chance of market really appears, how to make a virtual enterprise is a problem. The conception of virtual industry clusters (VIC) is to solve such a problem. In the process of making a virtual enterprise, VIC acts as a medium and becomes the foundation of the making and running of virtual enterprises.VIC is a loose network organization of enterprises and it becomes the foundation platform of virtual enterprises with the supporting of information technology of network. From this point, this paper puts forward the developing model of VIC by analyzing and studying the goal, the foundation, the structure of organization and the operating platform of VIC. Meanwhile, a practical example will be given at the end of the paper to get a comprehensive understanding.In this paper, the moral risk in the sharing of knowledge information is discussed in a simple game model; the core capability are firstly introduced into the studying of VIC; a relative scientific judgment system of the co-operation company is put forward; the co-survival theory is introduced into the management of VIC; a totally new explanation of the duty of government is given.For one word, this paper has an original explanation of the developing model of VIC and it has a theoretical and practical value in some degree.
