With the unceasing competition of telecom industry, Traffics of traditional fixed-phone are shunted seriously by mobile telephone. In order to adapt quickly the change, China Telecom brings forward strategic transformation toward comprehensive information service provider of world-class. So the "Best Tone" is one of transforming symbol business.The research is focused on SL corporation. It uses some modern marketing management theories and tools and integrates with telecom's fact. First of all, the paper introduces SL corporation and "Best Tone" business. Then through analysing actuality, it founds out the following five problems about "Best Tone" business of SL corporation. First, the orientation of the business is fuzzy. Second, information is scarce and inaccurate. Third, the resource is dispersive and wasteful. Fourth, the country market is neglected. Fifth, the way of sales promotion is simple. And then the article gives a profound analysis about cause of formation of these problems. Next it designs pointedly six marketing strategies about "Best Tone" business of SL corporation. These strategies are media management, product portfolio, information acquisition, resources integration, portfolio pricing and marketing communication. Then it ensures the real implementation of marketing strategies from organizational structure and personnel adjustments, innovation mechanisms, resources integration and other aspects of four main measures. Finally through the improvement of performance evaluation and risk prevention measures, It ensures both good and fast development of "Best Tone" business of SL corporation. Through analysis and assessment, the paper proposes marketing strategies, implementation measures and performance evaluation.
