| Sustainable development involves three key factors: economy, environment and society. It is the collaborative development of many goals, and the achievement of its aim means to actualize the goal of economy, society and environment.Energy is one kind of environmental resources. When separating energy, environmental functions (environment) related with energy consumption, and economy from environment– economy system, we will find a relatively independent and open a 3E (environment - energy - economic) system. Based on the analysis of coordinated development, the comprehensive study of the 3E system involves three closely related complex systems, while searching for the coordination development between the three is a common problem which the world is facing. In recent years, because of western China exploitation and direct control under the central government, Chongqing's economy has been making a rapid growth. However, with the rapid economic development, its energy situation is not optimistic.This article have introduced the recent years'development situation of Chongqing's energy, economy and environment, then separately and quantitatively appraised the development condition of Chongqing's energy, economy, environment and the 3E system using 3E systematic assessment method; Through the analysis, the author believed that the primary reasons for the 3E system's uncoordinated development are the market malfunction and the government malfunction; Under principles of sustainable development, and embarking from the the systematic and coordinated development of energy, economy and environment, Chongqing needs to consider the market and the government two factors in its energy development countermeasures, vigorously develop a healthy and rational energy market, adhere to energy conservation, enhance energy using efficiency, improve energy prices and optimize energy structure, exert the functions of government, reinforce the lawmaking on local place, strengthen comprehensive energy development planning and the implementation of macro-management ,and put energy clean using strategy and energy security strategy in practice. |
