With the coming of a new period of economic strategic opportunities in China, vigorously developing industrial parks has become an important means in accelerating industrial economy.However, through the superficies of flourishing development, we can still discover a lot of problems in the course of its internal operation, especially in similar industrial orientation, which results in a vicious competition lead to industrial decentralization and industrial structure disordered. The research body of the paper is the enterprise cluster which is under government's control centralizes in a certain place and shares the public infrastructure, while the enterprises collaborate and divide the work very rarely, so not lead to economic agglomeration.(named"discrete style industrial park"). The purpose of this paper is to analyze the cause of formation in a theoretical way and give a solution to solve the problem.First, the paper reviews the research of industrial structure and industrial policy. We can discover that as economic development, Secondary Industry will be far from the city center while Tertiary Industry will enter the city center. City industry has a centrifugal effect, while the country industry has a centripetal tendency.Then, by summarizing the scale effect which the enterprise centralizes in a certain place can bring to. So we know the enterprise has a tendency to centralize. While for its incapability, government has something to do with it.Further more, by applying public economics and game theory, we discover that government is eyeless while constructing the industrial park which results there are too many and too large industrial parks. So the local government has to attract the enterprise which has money while not which is in the right industry. So the discrete style industrial park comes up.Then, comparing the discrete style industrial park and centralized style industrial park. It can benefit the enterprise get valuable and un-imitational resource, while can overcome the rare and semi-substitute resource. In the same time, it make three economic rents facile. So the centralized style industrial will be more competitive.Finally, we give the example of Chongqing industrial park (specially in Konggang industrial park and Chayuan industrial park) to examine that there is discrete style industrial park. And we give some solution to prevent such thing from the beginning in case of too large and too much industrial parks.
