Study On The Village Debt In Zaozhuang City

Villages are the most basic components in the rural community. As a widespread problem, the village debt has become a serious obstacle to rural governance and development in our country. It has its full theoretical and realistic through the study on the village debt, such as how to avoid and deal with the risk from the village debt, how to defend the rural steady, how to improve the development of countryside, and how to build a harmonious society. Similar to other parts of the country, the village debt problem also exists in Zaozhuang City. The debt burden in rural area becomes more apparent and has negative effect on rural economic and social development. To resolve this problem has been faced by Zaozhuang City governments at all levels.In this paper, school administration, public management, political economics, public finance, and other disciplines were used to carry out theoretical studies. In the course of writing, I used kinds of methods, such as, empirical research method, theoretical analysis method, a combination of qualitative and quantitative method. By an in-depth analysis of the status of the village debt, the causes and the effective ways to resolve it in Zaozhuang, we wish to provide reference for government decision-making.This Paper was done based on four aspects besides introduction.First, are to analysis the formation and the status quo of the village debt in Zaozhuang. Similar to other parts of the country, the village debt in Zaozhuang has also gone from scratch, from reasonable to excessive development. There are certain problems in processing the village debt, which lead to the current status. That is the village debt in Zaozhuang is large in scale and difficult to resolve.Second, are to analysis the problems and the influences of the village debt in Zaozhuang.The problems are mainly exist in the course of borrowing of debt, in the course of using of debt, in the course of paying back of debt, in the course of managing of debt. And has analysised the impacts of debt from both positive and negative aspects.Third, are to probe into the causes of the village debt in Zaozhuang.The causes of the village debt are reflected in three aspects: First, the system and institutional weak impact on this problem which is the fundamental reason; Second, the economic foundation is weak and the financial is difficulty in Zaozhuang City; The third is the organization's own reasons, which is the direct cause of formation of debt.Fourth, are to make suggestions to prevent and resolve the village debt. Analysis of the causes of village debt is to find a practical solution. The village debt will not be resolved overnight. The first are to reform the system and to prevent new source of bad debt. The second are to develop Zaozhuang rural economics are to provide funding to resolve the debt. The third are to resolve debt by take different approaches according to different types, on the basis of checking debt clearly.This is to gradually reduce the village debt in Zaozhuang and to clear away obstacles in building new countryside.The last part is the concluding remarks.
