A Research On The Construction Funds Supervision Of Inland Water Trasportation

Inland water transportation is an important component of China's transportation system synthetically, which has an irreplaceable important effect to the development of national economy. With the development of China, the scale of investment put into the inland water transportation also is expanding unceasingly. While the infrastructure construction of inland river water transportation has supported national economic development, the efficiency the funds has been reduced by the rotten cases, which has delayed the construction development of China's inland river water transportation. It is obviously a serious problem how to reinforce the funds inspection and guarantee funds in the "eleventh five-year period".After surveying the situation of the construction funds supervision of inland river water transportation, this thesis analyses the problems existing in the construction funds supervision of current inland river water transportation. Then it first brings forward the corresponding solution specifically for the construction funds supervision of China's inland water transportation based on relevant theories, which will support the construction of China's inland water transportation and provides guarantee for the development of China's national economy.The main body of this thesis is divided into five parts, which introduced the purpose, significance, current research stratus at home and abroad, research content research method and a sums up of the theories concerns to the construction fund supervision of inland water transportation. The results of past research studies in this field are only a summary of the practical experience which lack of theory support and is unable to solve the problem. This Thesis, on the basis of agent theory, rent-seeking theory and public choice theory, through the analysis of the supervision mechanism, points out the problems and bring forward corresponding policy suggestion.One achievement of this thesis is to provide theory basis for the "construction funds supervision regulation for transportation infrastructure" (draft) for Ministry of Transport. Besides, it looks for the origin of the construction funds supervision, and attempt to build corresponding supervision method and system to be used to guide our practices.
