A Study On Innovation Of Water Rights In Gansu Inland River Basin

There is lack of water in Gansu inland river basin. And there're many problems on the management of water resource. So it's very important to found a reasonable managing system of water resource. The defining of water right is the premise to found the managing system of water resource and work in market, which'core is water rights.This paper begins with the theory of water right, analyzes and confers a series of problems about Gansu inland river basin originally, based on the particularity of Gansu inland river basin.Firstly, this paper leads into 'innate water right' and confers the first distribution of water right in a river basin. Secondly,it standardizes the distribution of the number of water with some quantity index.Thirdly, it decides the principles and ways to transfer water right. Moreover, it analyzes two levels market. Finally, it combines with the basins and bring up to found the water market specially.
