Study Of ICB Bid-winning Principle For Project Loaned By World Bank

Tendering and bidding arises with the higher development of commodity economy.Tendering purchasing is the requirement of the current economic development and gains great progresses in China.Recently world bank granted more and more loans to Chinese projects,which provides us a big challenge about how to adopt ICB efficiently to Chinese actual conditions.Therefore it is of substantial urgence to study the ICB bid-winning principle and tendering system loaned by world bank,combining the the Chinese infrastructure project,import of mechanical equipment,government purchasing and my working experience together.First of all, the paper studied the development,characteristics,purchasing method and procedure.The paper also compared the ICB with the normal bidding and auction ,so as to built the base for constructing the bidding-quotoing model of ICB on basis of former studies.Secondly,the paper described the bid-winning principle's malpratice for project ICB loaned by world bank,at least the misfit for current national conditions. The socialist market economy has not yet been cultivated well enough, the legal system is still not under perfect circumstances. We should also considere a reasonable bidding price to avoid unfair competition and the serious consequences resulting from the lowest bidding-winning price.Thirdly, on the basis of lookup and in-depth studying a large number of domestic and international bidding evaluation and quotoing,we studied and concluded bidding elements and economical hypothesis based on non-cooperation game with non-full information.The paper constructed independent individual estimation model.It also found the quotoing function for bidding-winning principle with the lowest price and the second lowest price under the sealed ICB,which is the key point of the paper.Finally,the paper made an expectation on this issue for further study.It provided some constructive advices in bidding part for construction companies and vendors,to enhance Chinese ability to use world bank loan well,to improve bidding compentence for Chinese enterprises to take part in international project,to make foreign terdering purchasing system a reference,to speed up Chinese tendering and bidding management system.
