This thesis concentrates on the formation of human capital induced by technology progress in China. It attempts to resolve two problems. Firstly, based on the traditional human capital theories, makes the relationship between technology progress and the formation of human capital clear theoretically. Secondly, on China's situation after the reform, it tries to find the human capital problems which may appear on"the new road to industrialization".After a review of the research results on technology progress and human capital, this thesis develops a macro-theoretical model that describes the link between technology progress and the formation of human capital, results shows that technology progress is the key factor of the formation of human capital, and their match problem must be noticed. It also provides empirical analysis in China after the reform. The conclusion is that the technology progress brought in after the reform has mainly induced the formation of human capital in China, at the meantime, the human capital increment has also reinforced the human capital-biased technology progress. We must pay more attention to the path of technology progress which matches the human capital endowment in order to get into a virtuous circle. At last, recommendations for absorbing foreign capital, improving technological progress and making human capital investments are discussed. First is to choose the proper path of technology progress, including the combination choice of"Proper Technology"and"Advanced Technology", the emphasis on the absorption of advanced technology and the independent research and development. Second is to develop education and training which are the basic factors of the formation of human capital, including the implementation of elementary education, the improvement of higher education, and the promotion of vocational education training.
