The external function of the cluster in growing period mostly embodied in three aspects as following, hasten the development of the economy of the region that the cluster located, reduce the cost of enterprise's innovation and consequently lead to the increment of cluster member, and speedup the transfer of technology as well as the diffusion of it. The structure of an innovative cluster in mature period has the characters such as integrated innovation network, diversified cluster subjects, and mature cluster culture, while the external function of the cluster mostly embodied in following three aspects, agglomeration economy arises based on the expansion of the cluster, promote the industry structural adjustment, and promote the establishment regional innovative system which is the foundation of an innovative nation. The structure of an innovative cluster in recession period has the characters such as the loss of the dominance of the core industry, dispersal of the innovation network, and an introverted cluster style due to an overwhelming cultural pressure of the cluster. The external function of the cluster in recession period mostly embodied in two aspects as following, the crowded effect lead to the recession of the cluster's competitive power, and the recession of the cluster bring on the recession of the regional economy. With the recession of the various functions, the innovative cluster may come into two different endings. One is degenerated into common industrial cluster owing to the collapse of the innovation network and the loss of innovative ability, while another is evolved into a brand new innovative cluster by reorganization and relocation of the core corporation as well as the innovative project and the innovation network.
