Research On Mechanism Of Supplies Of Rural Public Product Of Gansu Province

The insuffieient supply of rural public product has been a bottleneck restricting the rural economic development in recent years. And it will be a problem which is not all owed to be overlooked in the proeess of dealing with the"three agriculcure"problems. The supplies of rural product has developed rapidly,the system has been consummated and rural product has increased in Gansu province ,however, there's a great gap comparing with the urban, the demand of rural and farmers. Rural public product plays an very important role in a nation's economy and the social development, there are a variety of ways in the supplies of rural public product,the government plays the leading role and the private can also join in producing.For Gansu, the rural product of consummated and effience play a very important role in solving"three agriculture", co-ordinating the development between urban and rural, and the building of harmonious society of rural. At present, the supplies of rural product in Gansu has greatly lagged behind.The shortage exists in the building of rural fundamental construction,the social safeguard of rural,the rural education ,the culture life of rural residents,the pollution of rural environment,the rural public security and etc.The factors which caused the problems existed above is the situation of economy of Gansu itself,the historic reason and all in all is the system of supplies of rural public product ranging from the central government to the local one.This paper studies and points out the fundamental reason why the supplies of rural product in Gansu is that the system of supplies by analyzing the current situation of the supplies of agriculture public product,the current problem existed and the reason which caused the problem of systems.The studies draw main conclusions as follows :To change the bad situation of supplies of rural public product,the current system of supplies of rural public product should be reformed,especially reform the financial system of town-government and establish public financial system of primary level,for another thing,reform the model of supplies of rural public product from up to down and build a harmonious society of rural citizens under the sustainable efforts of Gansu all level government and especially the assistance of central government.Obviously, there is still a long way to go to build such new system of the supplies of rural product.
