Study On The Sustainable Development Of Minqin County

Minqin County is located in the desert oasis zone of the lower reaches of the Shiyang River Valley alluvial plain, although the area of Minqin Oasis is small, it has a very important strategic position in constraining the ecological deterioration of Hexi, Gansu, northern China and the whole country. Minqin County is one of the regions which is the most arid and the most serious desertification in China and even the world. Since the 1970s, the eco-environment of Minqin deteriorated day by day, and the trend is still until now. Therefore, study on the ecological environment and sustainable economic and social development in Minqin County is of great significance.Based on systematic comparasion study on the development process history of Minqin, it proved that its process is a process of resource depletion, which is not a sustainable development process. The factors and causes of the non-sustainable development were anzlyzed in Minqin County. (1) The continued deterioration of the eco-environment. As the groundwater level dropped and the increased salinity, and the deaths and the recession of vegetation, which caused desertification and salinization; (2) The growing water crisis. the decrease of Shiyang River Basin water and the continuous increase of population and arable land area caused conflicts intensified between water supply and demand; (3) The non-sustainable development of agriculture. The external reason was the constraints of environmental deterioration and water crisis, and the internal reason was the low level of agricultural production technology, irrational industrial structure and low level of agricultural industrialization; (4) The non- sustainable development of industry. The reasons mainly included low level of technology, irrational industrial structure, not forming a "leading" business and industrial production industry chain and industrial development based on agriculture.According to analysis to the factors, performance and causes of the non-sustainable development of Minqin County, the strategies and measures were put forward which were targeted to achieve the changes from the non-sustainable eco-environmental, economic and social development to the sustainable development of them in the Minqin County. (1) Improving the eco-environment. Ensuring ecological water consumption; "returning farmland to forest and grass", strengthening the building of ecological protection forest and environmental protection. (2) Mitigation the water crisis. Increasing water supply volume from the external, and mainly pointed to the Shiyang River Basin water; implementating effective water-saving measures; implementating "virtual water" strategy. (3) Achieving agricultural sustainable development. Improving production technology level of agriculture; adjusting the agricultural industrialization structure; vigorously developing ecological agriculture; realizing the industrialization of agriculture. (4) Achieving industrial sustainable development. Adjusting the industrial structure; integrating resources advantages, and cultivating and promoting the development of large and medium-sized enterprises; speeding up the process of industrialization, and increasing investment.
