Before the implementation of auto insurance rates market-oriented reforms in 2003, In the insurance we use the provisions and rates officially issued by our government and the problems of this way are as the following: a single product, crude rates, high operating costs, poor quality of service.In order to change the situation, in 2003 a market-oriented reform of auto insurance rates is launched, the core content is to achieve the auto insurance market in terms of rates and terms and establish a monitoring system based solvency new auto insurance regulatory system. Auto insurance rates by the Government Commission awarded directly has been changed into the market independently determined. In recent years, insurance companies has improved in the price determining, increased product categories and the quality of service and also the reform has achieved initial success. But auto insurance market disorders. Again and again the government rectifies the market and still has not improved, then in 2006 we started using terms and rates officially issued by the government, and reform emerged repeatedly.In view of this, research on the current market-oriented reform of auto insurance rates and exploring on how to continue to push forward reform have theoretical and practical significance. Based on the above purpose of study, this paper following the path: putting out questions- analysis - solving the problem, using interpretation, summary and comparison of analytical methods, analyzing of the reform background of the market environment, carrying out deep analysis in the causes the reform, and pointing out that defects of the existing system of pricing rates, mainly introducing the problems and the initiatives in various stages and move on the preliminary , analyzing the main elements of reform and results in the beginning of the reform and finding that the auto insurance reform is to promote the market of auto rates and product diversification. Then analyze at existing problem in present stage such as a price war, high commission and also other market order problem from various perspectives and a variety of analysis. The reasons for the ultimate blame are on corporate governance, market system and so on, after contrasting with the reforms of Japan and South Korea, and other countries , we conclude that the reason that China's reform cropped up again is that the market is still unable to meet the level of development of the market rates.In general the reform for auto insurance should take the gradual road "official rate - Industry rate -the market rate". For the current market conditions,we should improve the market-oriented reform of auto insurance rates matching system, in the corresponding supporting reforms, then gradually promote market-oriented auto insurance rates.
