The Impact Of Technical Barriers To Trade On Chinese Aquatic Products Export Trade

The volume of Chinese aquatic products has remained the NO.1 and accounted for 10 percent in the world from 2002. Since china entered WTO, our aquatic products export has developed more quickly. Meanwhile, our aquatic industry is the one which encountered more TBT(technical barriers to trade) and the loss is very great. Japan, USA, EU and Korea are our the main export markets, these developed countries and areas set up more TBT, with the technological advantages and the legal and sound excuse, which have seriously affected and hindered the development of our aquatic products export.The paper first analyzes the effects of the TBT and general situation between china and the main export markets qualitatively, then researches the effect degree of the TBT and our aquatic products export quantitatively, with the gravity model. With the concrete case, the paper summarizes the positive measures of the enterprise cope with TBT. At last, from the government and the enterprise aspects, provides some advice to tackle the TBT according to the above research.The results show that, the main export markets account for about 80 percent in total export trade, so Chinese aquatic products export still relatively centralized, which is affected by TBT that set up by the main markets. There are differences and similarities in the different markets and the comprehensive average price increase slowly in general. Otherwise, the economic effects of TBT on trade can be either negative or positive.The stringent foreign maximum residue level (MRL) of contamination is negative effect obviously. A 1 percent lower MRL will reduce trade flow by 0.14 percent for relative aquatic products. Because the MRL decreased, the volume of trade to EU has lost 24 million dollars from 2002 to 2006.When faced the TBT, the aquatic product enterprise should communicate with the relative government departments actively, get the massages latest and adopt the relevant measures to cope with the TBT. During to cope with the TBT, the government departments play the important role, while the enterprise should do better a series of work and cooperate with the government departments to tackle the TBT.
