In recent years, FDI has taken more and more attention and technology spillover effect to developing countries of FDI has become the hotpot as well. Due to the universal spillover effects of technology, introducing FDI and cooperating with multinational corporations is an important channel for most developing countries to acquire advanced technology and enhance the capability of independent innovation. However, because of the strict control, facilitating technology spillover effects of multinational corporations is particularly important.The thesis based on the theory of FDI technology spillover effects, analyzed in the method of empirical research, case studies and comparative analysis in order to make an answer to the questions of Guangdong such as, technology spillovers were really there, what impacted the effects, what can the government and the local enterprises do to facilitate the effects. The thesis begins with the definition of FDI, technology transfer, and some domestic and overseas literatures about technology spillover effects of FDI, their conclusions and methods are summarized. The main part is the empirical study and the results indicate that: FDI in manufacturing industries of Guangdong has positive spillover effects .Considering the factors impacting the effect, market structure, scale, labor conditions and the level of technology in developing countries, we can conclude that: firstly, the foreign enterprises bringing in changes of market structure will not lead to rise in the level of technology. Secondly, the higher the level of human resources in Guangdong is, the more significant the technology spillover effects are. Thirdly, with the expanding scale of foreign enterprises, technology spillover effect would reverse and the greater the difference in the size between foreign enterprises and local enterprises, the more obviously the spillover effects of FDI plays. Lastly, the higher technology-intense and the smaller technology difference is, the more significant the effects play. In the last chapter, by analyzing the restrict factor of technology spillover effects, the thesis provides suggestions of correct policies for FDI in Guangdong.This paper concludes at last that: the route for improving the technology competence of manufacturing in Guangdong lies in: 1,introducing technology by the way of bringing in FDI, assimilating and innovating it, acquiring more property right.2,advancing the capacity of independent innovation for local enterprises , improving the cooperative level between the local enterprises and multinational corporations further.
