On the one hand, the situation is complex , there're too many companies in liner shipping lack of effective management . On the other hand, the company's existing management level has been difficult to meet the growing scale and the speed of development, simply relying on the experienced staff, it's become difficult to cope with the business. To be competitive among them, the company must rely on scientific methods to have the shipping management decision-making so as to achieve the full effect of making good use of resources.The paper analyzes the advantages and disadvantages of the company. Based on the analysis of ship capacity assignment theory and management environment and combined with the practical operation of W shipping company. Then, it uses the time series decomposition method to forecast the transport volumes according to the transport volume seasonal characteristic of the company. After that it sets up the linear planning mathematic model taking the management cost as the objectives and the company transport volumes and the number of fleet as the constraints using the mathematic planning methods and gets the result of allocation fleet. This analysis can gives some theatric backup for the company decision-makers.
