Study On Capacity Of Technical Innovation Of SMEs In Liaoning Province

The world's economic development has eloquently proved that: technological innovation is the source of human wealth, is the great driving force of economic development. In different stages of economic development, the direction and forms of the technological innovation development is different, but it has been promoting economic development. Enterprise is the basic economic cell of the society, is the main body of technological innovation. SMEs which account for the majority of enterprises are the most active and dynamic component. Research shows that the technological innovation of SMEs is not only in quantity considerable, but its level and impact is no less than large enterprises. SMEs as a new force for the revitalization of Liaoning Province, how to evaluate and assess their innovation capability effectively and objectively is becoming the hot issue to concern by the business and academia. Therefore, how to make use of relevant theories of technological innovation to evaluate the technological innovation capacity of SMEs and propose effective measurements according to the evaluation and the actual situation of Liaoning Province has important practical significance to enhance the competitiveness of SMEs and promote the development in Liaoning Province.This paper discusses the relative theory on the technological innovation of SMEs, indicates the importance technological innovation in the development of SMEs, and expatiates the process model and dynamic mechanism of technological innovation of SMEs and points out the factors of technological innovation. This paper establishes the evaluation index system of SMEs in Liaoning Province basis on the function and principle of the evaluation index system and the actual situation of Liaoning Province.After fixing on the evaluation index system of SMEs in Liaoning Province, this paper applies the Data Envelope Analysis (DEA) to analysis and evaluate the capacity of technological innovation on equipment manufacturing industry of SMEs in Liaoning Province and finds out the input redundancy or output shortage of ineffective enterprise, thus the enterprise can arrange resources efficiently.At last, this paper proposes some counter measurements to promote the capacity of technological innovation of SMEs in Liaoning Province according to the empirical analysis and the actual situation of Liaoning Province.
