The Study Of Regulative Strategies Of Agricultural Structure Of Shandong Province In New Period

The transfer from planned economy to market economy directly determines that the adjustment of the agricultural structure is a progressive and constantly optimized dynamic process. On the one hand, the agricultural structure constrains the development of the agricultural market. Without reasonable agricultural structure, there will be dislocation between the agricultural production and market quantity and quality. Reasonable agricultural structure not only determines the product supply and demand, price level and competitive advantages, but also determines the effective return of agricultural input and output. On the other hand, market is a basic standard to measure reasonableness of the agricultural structure. In reasonable and optimized agricultural structure, its agricultural production structure, produce structure, and agricultural distribution structure will fit the market needs better. A reasonable agricultural structure, which follows the market laws and regulations , enables reasonable economic behavior of its production , which will guarantee the acceptance of market-oriented agriculture and the development level of agricultural market.In the report of the Seventeenth Congress it points out that developing modern agriculture and thriving rural economy should be kept as our primary task. At present, agriculture in Shandong Province is also facing a new round of adjustment of the agricultural structure, namely it is at the stage of carrying out strategic adjustment of agriculture and rural economic structure. Especially with the economic globalization and the access to the WTO, agricultural products are facing more intense international and domestic competition in the market. In Shandong Province, which is China's major agricultural province and a province of tense population, as how to accelerate the industrialization process of reform, promote the rapid development of the agricultural economy, increase farmers'income and solve the problem of surplus labor force to the maximum are important issues of adjusting agricultural structure of Shandong Province in the new era.In this paper, based on the analysis and investigation of Shandong Province's current planting, forestry, animal husbandry, fisheries, and fruit industry, it finds out that the agricultural structure in Shandong Province in the new era has the following problems: little financial input in agriculture, little support to agricultural product processing industry; single mode of agricultural production and operation , similar regional structure of agriculture; not giving full play to the functions of the government, little enthusiasm of farmers; serious dislocation between agricultural production and market demand; low comprehensive agricultural configuration, high cost of agricultural production; imperfection of agricultural industrialization chain, irrationality of employment structure.In this paper it analyses social characteristics and market features of the adjustment of agricultural structure of Shandong Province in the new era; puts forward the direction choice, development ideas, and the principles to follow in the adjustment of the agricultural structure of Shandong Province in the new era. Besides, it also puts forward the reform measures and suggestions: by adjusting the agricultural structure , promoting the optimization and upgrading of agricultural products; by using information technology promoting market , and accelerating the development of processing industry of agricultural products; building innovative agricultural structure adjustment system ; strengthening agricultural research and technology development; reforming agricultural management system, transforming government functions , and improving service levels ; intensifying the agricultural infrastructure investment, and promoting the process of urbanization; strengthening the reform and opening up, and promoting international technical exchanges. The above mentioned measures and suggestions in seven aspects will promote the pace of the adjustment of agricultural structure in Shandong Province.
